Absolutely, and you're right - the questions you ask depend on the information you need in order to make the decision you want to make. (That was HBR's point.)

I noticed that research becomes very, very important when the leaders of the most valued function in that company have information that they personally need in order to meet their targets, and is just a nice-to-have if not.
