Foreigner here trying to understand: if you have decent, trusted, effective police, you don’t need either to “send in the troops” OR to have individually armed citizens.

I’d be extremely concerned if my safety depended on an armed Neighbourhood Watch group. They don’t just need to be trained, they need to be accountable and sackable.
