If I don't have access to actual users or user data to create a proto-persona empathy map, I'll hunt around online for industry reports and articles. Then, as I construct the persona, I read about the typical experiences, constraints and pressures experienced by a typical person in that demographic/place/role.

After I've constructed the empathy map, of course, we test it at the earliest opportunity by talking to real people.
