I've never understood Drucker's apocryphal quote to be a case against strategy. To me, "culture eats strategy for breakfast" is another way of saying "the best laid plans will go to waste if your assumptions are wrong about the people executing them". That would be a failure of information: you think you know your people, or you just think of them as "resources" and haven't done the work of aligning your shared goals and visions.
