There's a flipside to this, as a heads up to you:

If I go to a manager with a concern, I am likely to be in an agitated state.

This is because I will have already tried everything to resolve it myself.

I will come to you because I have already gone to everyone else and faced pushback and challenges and that is exhausting.

Before going to anyone else, I will have made very, very sure that I have the right information, which means that when people try to challenge and push back, they're very quickly proved wrong, but every challenge saps at energy levels, so by the time I come to you, I am exhausted.

I am exhausted and I am right, you listen or you are out of business.

Many companies have had this experience and they have learned, sometimes the hard way, to listen.

So when you get that "hysterical" person come to you with a complaint, you need to listen very well and you need to be prepared to act right now, because when that person has tried everything else and prevailed in every challenge before they even came to you, it's now mission critical.
