They're not "neurotypical jokes", just bad ones.
There's a "law" in (good) comedy called "Never Punch Down" - only the laziest, least proficient comedians make fun of someone with lesser social status than themselves: it's not just cruel, it's stupid humour.
If you look at a film critics' list of the 'best comedies of all time', it will be dominated by films with either surreal or observational humour: 'The Addams Family', 'Airplane', 'Doctor Strangelove', and 'Monty Python and the Holy Grail' are all absurd; 'Office Space', 'Clueless', 'Mean Girls', and 'This Is Spinal Tap' are all very silly situations based on wry observations - we might not have seen an 11-inch-high Stonehenge, but anyone who remembers the 80s will have seen a band like Spinal Tap interviewed on TV.
